Memphis Medical Center executive director Flanagan hones image of district:

Beth Flanagan interrupted herself and beat on her steering wheel. "See? This makes me crazy," she said, pointing to a row of cars parked illegally near her office at Madison and Dunlap. "Tow them! Tow them away!" Dropping the dime on bad parkers isn't fun for her (necessarily), but it's part of her job. Flanagan is the executive director of the Memphis Medical Center, a group comprised of medical organizations inside what Memphians call the "medical center" or "medical district."
