Lipscomb proposal pushes for Oct. 1 start on Pyramid project:
Robert Lipscomb unveiled the city’s latest plan to redevelop the Pyramid into a Bass Pro Shops Inc. superstore, saying it could open by Aug. 1, 2013. The plan, pending City Council approval tonight, means the construction process could begin Oct. 1. The city plans to float bonds through the Center City Revenue Finance Corp., the finance arm of the Downtown Memphis Commission, which would be repaid through increases in state sales tax revenue from new retail businesses in the Tourist Development Zone.
